The video was captured on Tuesday in New Taipei City’s Banciao District and posted by police to Facebook. In the video, a 56-year-old chef Wu Chih-chan repeatedly chop a police officer surnamed Chang.
Wu had received five parking tickets in two days and was about to get a sixth from Chang when he attacked.
Taiwanese netizens wondered why Chang didn’t fire his gun to defend himself. Local media reported that he was on traffic duty and therefore did not have a gun, only a baton.
Chang experienced various lacerations and currently in intensive care.
Wu turned himself in and kneeled to make a public apology. He said that he was very sorry for his doings and that he had set a very bad model for society.
Wu remains in custody after a court determined he was a flight risk. Manslaughter is punishable by at least 10 years in prison in Taiwan.
