Ian Williams captured the shocking moment on video which shows the crash at the end of the scary ride.
"The children both screamed out as our car crashed into them at speed and my daughter was left shaken and frightened," he said. "After about 20 minutes sitting in the little car we were eventually freed. We were so relieved the ordeal was over."
A Torbay Council Spokesperson had said "The Wild Mouse Rollercoaster situated on Paignton Green is not a Torbay Council attraction but as this incident has been brought to our attention we have referred it onto the Health and Safety Executive who are responsible for investigating reports of this nature."
Ride operators Anderton and Rowlands didn't comment on the issue.
